Supporting women-led networks

Ibtida (‘the beginning’ in Urdu) is a leadership development program that began in 2002 to support a network of organizations from the Hindi-speaking Indian states of Uttar Pradesh, Bihar and Jharkhand. Ibtida builds the capacity of women-led organizations at a community level and supports women representatives, beyond top leaders, to improve community development strategies for both individual and organizations.

Ibtida creates stronger community-based networks and enhances human rights mechanisms. We support women representatives as they develop leadership capacities, gain access to information, demand their rights and alter their economic, political and social position.


Earlier when my family members did not allow me to go for meetings, then I felt that all my family members are very concerned and worried for my safety. But after attending trainings, I realized that actually they are making me weak and under confident. Now I am more confident and have started going for meetings all alone. CREA organizes trainings and workshops that explore sexuality, gender, violence against women, and human rights. We provide opportunities to share challenges and achievements. Ibtida members continuously apply their learning:

  • In families, by re-examining gender roles in rearing children, such as encouraging sons to do household chores and daughters to take on outdoor tasks.
  • In communities, by working to break biases around religious practices and change notions around gender roles.
  • In organizations, by encouraging gender-sensitive and rights-affirming policies and practices.

CREA continues leading the Ibtida network to forge newer ways of feminist interventions in their states while also working on deepening the feminist identity and politics of the network.

at an individual level

Ibtida members deepen their understanding of feminist leadership, sexuality, and gender rights. Through the network, members also can receive or provide mentoring for like-minded women in the community. Ibtida members say the program has influenced their personal outlook and increased their awareness of discrimination and their rights.

at an organizational level

Ibtida member organizations apply a feminist lens to their community work, everyday work, visions for growth and strategies for the future.

at a network level

Ibtida organizations learn practices and operational structures from each other. The network also creates opportunities for organizations to support each other, build a common understanding on sexuality, gender and rights (SGR) issues, and take joint action. Ibtida actively participates in campaigns and movements led by CREA.

The Ibtida network has led community-based advocacy during the 16 Days of Activism against Gender-Based Violence global campaign, during which 30 organizations from Uttar Pradesh and Bihar come together to express solidarity through various cultural programs and local engagements. Ibtida has also joined earlier CREA campaigns, including the “Suspend Judgment” campaign engaging feminists to reflect critically on deep rooted assumptions, “Nazariya Badlo” and the “Count Me In!” campaign. Every year, through Ibtida, CREA reaches more than 30,000 women, girls, sex workers, trans persons and women with disabilities, directly spreading awareness on gender rights and gender justice.


CREA envisions a just and peaceful world, where everyone lives with dignity, respect and equality. We build feminist leadership, expand sexual and reproductive freedoms, and advance human rights of all people.
